Public bug reported:

Ubuntu 64bit 9.04 does not list Estonian/Eesti as an option at
installation language menu. It is there at the boot menu but then
switches to English and does not offer Estonian as installation
language, forcing the user to go through the installation process in
English. After the installation, Estonian is available again via the
Administration -> Language Support and works without problems.

In previous versions of Ubuntu (including 8.10), Estonian was available
as an installation language.
