I believe this has something to do with USB installation, as you have mentioned, because since 8.04 I am installing Ubuntu with USB and if I my memory does not fail too much in all installations I had the same problem. In case there is an issue with 'LiveUSB' we must bear in mind that installation from USB is becoming a very popular installation method.
