Update: I'm using a laptop with an external monitor. Laptop resolution is 1024x768, external VGA monitor resolution is 1280x1024. When I try to scroll an evince window inside the laptop display everything works smoothly. When I move the window to the external screen the above mentioned symptoms appear. I've also experimented with Nautilus scrolling a large window (/dev/) and, although it's a lot less noticeable, the tearing exemplified is still present. I'm pretty sure this isn't related to evince but evince is best at showing these tears.
