This bug is filed mostly for tracking purposes...
As discussed at UDS, upstart will soon support inotify watching of a
directory.
I will depend on this functionality in the update-motd package. I'm
filing this bug here in the hopes that I'll be notified when this
functionality lands in Ubuntu.
