NetworkManager just marks the interface down when wireless is disabled.
It's up to the driver to do the right thing with regards to powering off
the radio, LED, etc...

If it's a legacy driver, there's not much hope that this will get fixed.

If it's a newer mac80211-based driver, this should work much better in
the near future ( ie. 2.6.31+ ).
