pptp-linux is already included on the Ubuntu CD (as an extra package in dists/pool). It will be enough for all PPTP/VPN-based ISPs to include network-manager-pptp package on the CDs as well. Our local LUG actually distributes Ubuntu CDs remastered in such a way (with an extra nm-pptp package) - it satisfies most of the users.
