Public security bug reported:

In Ubuntu Karmic koala

Step 1) Start Koala
2) Login with general user
3) Enable root user login
4) logout/ restart the system
5) Login using the root login
6) Choose switch user from the shutdown menu
7) We are again at the login menu
8) Login using a normal user 
9) Try to shutdown the system using normal user
10) System will confirm for su password, cancel the dialogue
11) I am back in my root user. ??

Isn't that a problem?? this makes that the root user can never just
switch user ??
