Nathan, please seem my comments (25 and 26). If I am right - and I know I am ;) - no amount of removing the local configuration will help. You will need to reinstall Ubuntu (not empathy, I should have been clearer in my post). It takes 30 minutes (if you have a separate home partition) and you loose nothing.
But please, take a list of your files and packages before and after the process in order to help developers to spot the difference.
