Public bug reported:

Please enable the modules in Networking->Networking Options->enable
advanced congestion control, as well as the modules there.

Why ?
Because ubuntu only ships with bic as a tcp cognestion control, which is in my
option a very bad one. Bic is very sensitive to packet loss and jitter which
occure in wirless networks. Here in our open mesh network, bic has half the
throughput then westwood has. On short breakdowns, westwood recovers much
faster to the max throughput then bic does. On other network setups, other
controls may be better. Enableing the modules allows users to choose the best
they need.

** Affects: linux-meta (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
