I installed 9.10 on a separate partition, keeping 9.04 as a dual- boot. Install was fine - as always - and I then installed Gnome-network-admin_2.28.1-Oubuntu2_i386.deb. In Network Settings/Connections/Point-to-Point/Properties I was unable to set the connection type - it remained blank. Consequently, the modem would not connect. I have reverted to 9.04 where everything still works fine. I have used this procedure with every upgrade of Ubuntu since 6.0 because of early issues - since resolved - as I can only get dial-up internet here; I have no axcess to higher speed service; I have only one computer and updating is very slow. Could Ubuntu ensure that dialup is included 'out-of-the-box' as it used to be prior to 8.10? I hope this is of help as I am looking forward to using the latest Ubuntu.
