I had to install the package linux-generic (which always depends on the
latest generic kernel available) in order for the upgrade to happen.
this is because successive kernel versions are stored in completely
different packages, rather than just new versions of the same package,
so a metapackage is needed to "upgrade." (this is my best understanding
of it and may not be the most accurate description)
