Nope.

I started wubi 170 and installed from DVD at 16:05 local time (CET) ,
UTC 15:05

after that in Ubuntu:
UTC 16:20
local 11:20 (some US timezone)

In Windows:
UTC: 10:20
local: 11:20

Actual local time was 16:20.


used install media: 9.10 amd64 DVD (CD iso image), .disk/info:
Ubuntu 9.10 "Karmic Koala" - Release amd64 (20091027)
