I believe that I may have come up with a work-around for the
"Insufficient Privileges" error.

I inadvertently deleted my top panel and had to re-create it.  When I
added the "Indicator Applet Session", my NetworkManager applet re-
appeared.  I was then able to go into the Mobile Broadband tab and edit
my T-Mobile connection without even being presented with the password
dialog.

I have re-booted a couple of times, and the applet is still there and so
is my broadband connection -- in fact, I am using it as I write this.

Perhaps this will help the rest of you, too.
