I've been getting this (very real & unsolved) bug with my Imation Apollo
25 PHDD-160GB (Apollo 2.5" Portable HDD).

distribution: Ubuntu Karmic Koala 9.10 (tho it has affected the last 3 
distributions)

The "unable to enumerate USB device on port X" message appears about 5
times per second on tty1-6 (if I switch away from X), and they also
appear about 5 times per second in /var/log/kern.log

It's NOT like other similar-sounding bugs which are harmless aside from
an annoying message: my bug prevents me from using my USB drive at all.

Usually I've been able to wait about 10-30 minutes, and the messages
will finally stop appearing and the drive will mount, but the drive
never mounts until the messages stop. I haven't been able to find any
cause for the messages or them stopping.

However, it's stopped working altogether now -- I've had it plugged in
overnight, and it hasn't mounted.

What this bug is NOT:
* it is not a device problem (the drive works fine in Windows, and works fine 
once it's mounted). 
* it is not a power supply problem (it happens whether or not I plug in the 
second USB plug for extra power. Again, it works fine in Windows with just one 
plugged in)
* it is not something I can fix with a kernel upgrade (I've been through 3 
distributions and about 15 kernel upgrades: always the same problem -- some 
other people have had luck with kernel upgrades, but then have had a regression 
with a subsequent upgrade, which indicates to me that the problem only 
disappears temporarily during some phases of the moon)
* it is not a problem with my USB ports (the USB ports all work properly for my 
camera & mouse, and this problem occurs with the drive on all ports)

I've looked at all the bugs that contain this message for Ubuntu,
Fedora, Debian, etc, and no solutions yet -- most of them relate to
different problems. I understand that this message can occur for all
sorts of problems, but I haven't found anything else that relates to
this problem -- can somebody help me pin it down a bit better?

Should I post a new bug, or is this existing one adequate?
