Update: For the touchpad, the https://wiki.ubuntu.com/X/Config/Input#Input%20Configuration%20with%20HAL page troubleshooting commands that reload the boot priorities of gdm during start up seems to activate the touchpad for the next restarts - not after a shutdown. So... it seems the problem is some setting needed at power up to remind the O/S about the touchpad.
For the modem, the driver seems loaded and OK. I added a file to the /root directory to try and get the O/S to recognise the device - still no luck. Once again... there seems to be some setting needed in /dev, /etc, or somewhere that's missing. And... that's the bug in this O/S: there is NO sensible user control of devices.
