yankeeboy254, 0.8.0~9 is the previous, known-broken version of plymouth. The fixed upstart job is in version 0.8.0~9ubuntu1 only.
Since you mention that you're using the nvidia binary drivers, the lack of splash screen is expected. Unfortunately, the nvidia drivers don't export a framebuffer interface that the current plymouth can use.
