I can reproduce this problem in 2 ways with the following steps:

Method A
------------
1.Create a new spreadsheet (By default the cell A1 will be selected)
2.Place the mouse over cell A1
3.Left mouse click and drag the mouse down so that both cells A1 and A2 are 
selected
4.Release the left mouse button.

Method B
------------
1.Create a new spreadsheet (By default the cell A1 will be selected)
2.Place the mouse over cell A2
3.Press the SHIFT key + Left mouse click

You will see that the merge cells button on the Formatting toolbar is
disabled.

Workarounds
------------------
Using keyboard:
Select the first cell to be merged and then use the SHIFT + Arrow keys to 
select the other cells to be merged.

Using mouse:
1.Select a cell that is not to be merged.
2.Left mouse click the first cell to be merged.
3.Drag the mouse to select the other cells to be merged.
4.Release the left mouse button.
