Vojtech Pavlik, the maintainer for the "AT keyboard" Linux driver, told me that a way to force the keyboard in "raw" mode (which is what happens on buggy boots) is to boot with "i8042.direct=1". Unfortunately, there is not the opposite option, i.e.: you cannot force the keyboard in "translated" mode (it should be its natural state). Additional details on the Linux bug report...
