Jan, I can't actually reproduce this. If CrashCounter is already 1, then
we have two cases:
1) the crash report is unseen, then apport doesn't touch it at all, and it
remains unseen.
2) the crash report is seen, then apport does the counter comparison, sees
the limit, and doesn't report the new crash; this does open the file, but
since it was seen before, it's seen after as well.
Can you please give me a recipe how to reproduce this? Thanks!
