hm. I don't know how you came to this situation but the valid grub's default 
file starts at 
# If you change this file, run 'update-grub' afterwards to update

So, edit the file /etc/default/grub and remove everything from the
beginning of the file to 'xXxXXXXx' included. Save it and run update-
grub. That should fix your issue.

Im closing this report because that's not a bug with Ubuntu.
