Workaround: 1) Connect the system to the Internet. 2) Start the upgrade with the usual procedure. When prompted to download the most recent updates from the Internet, choose "Yes". 3) Let the installer download the most recent package lists. When the download has finished, you may bring the system offline. 4) The installer will then fail to download the updates - take note of the URLs of the packages you need. Download them using another computer and place the .debs in /var/cache/apt/archives. DO NOT reconnect the original system to the Net - otherwise, it will download a more recent set of package lists and ask you to download further updates. 5) Start the upgrade again, this time choosing NOT to download the most recent updates.
