Thank for your report regarding a supposed bug of Ubuntu. This is not a
bug but a debatable settings of KDE. Numlock is disabled by default at
startup. If you want that it is enabled, going into K menu - System
settings - Keyboard and Mouse and set BlocNum at KDE startup as On.
Don't hesitate to report us other problems.
