so for the time being, you can install unclutter and add "unclutter
-keystroke" to your startup application to fix this problem.  If you
think this should be default behavior, or at least an option in the
ubuntu mouse settings, then that isn't a papercut.  Read the page on
what a paper cut is and what a papercut isn't.
