Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,
I'm going to mark it as confirmed and let them handle it from here.

I confirmed this using Ubuntu and Xubuntu 10.04, attempting to resize a
fat32 partition created by Windows 98. If gparted is closed and
restarted, it will read the partition but will still refuse to resize
it. A different fat32 partition created by gparted was resized
correctly.
