Hi :). About your questions: 1. No the bug doesn't affect Ubuntu 10.04 (up to date). But it still affects an up to date Ubuntu 9.10.
2. This is very simple : just insert an usb drive in the computer (and remove every other), then launch usb-creator-gtk, select either the disk or the only partition and click on "format". Then an error message about dbus appears and the usb drive is in a state where all the partitions are gone, but no new partition has been created.
