The quotation character is something that people in a country use official in 
the documents, etc.
Therefore, to have this changed, the typically thing to do is find some 
official reference that shows the expected quotation marks for Kazakh are 
different.

You may contact the author for the Kazakh locale for help on this issue,
http://sourceware.org/git/?p=glibc.git;a=blob;f=localedata/locales/kk_KZ;hb=HEAD

Once you have information for the official quotation character, then you
can submit a change for the 'kk' keyboard layout at the 'xkeyboard-
config' project.
