I had the same problem in kubuntu lucid lynx, and it's persistent. No matter what fix I try (rm'ing, editing the state file with it up or down, rebooting, etc.), wireless stays off.
Wired works just fine. Can't scan wifi networks. Can't use wicd to connect. Can't even dhclient wlan0 to do it. It's dead Jim.
