Thank you for taking the time to report this issue and help to improve
Ubuntu.

This question is not related to conffiles; the files in question are not
and have never been conffiles.  So the standard conffile prompt is not
appropriate because the options do not apply: the only options here are
to accept the new, managed PAM config files, or to decline this and
retain your locally-modified version.  There is no option to inspect
differences because until you accept the pam-auth-update management,
there is no new file to inspect.

Furthermore, this is a one-time transition from unmanaged to managed
config files for those users affected.  It really doesn't make sense to
add more logic just to provide conffile-like options.
