I never had an issue with there being any difference whether the printers were on or not on boot. On 1 computer cups would not be started 80% of the time. On another about 30% of the time. The workaround in: http://ubuntuforums.org/showpost.php?p=9480172&postcount=20 has worked flawlessly for me with no issues of cups not starting since I did them. I did all of the itmes listed there.
