This problem seemed to have been solved for me (happened to me several releases ago but never knew the cause) but a week or two ago (perhaps after updates, I don't know this to be accurate though) the issue came back. I didn't know what caused the problem until I found this bug report. Sure enough though I disabled "block traffic from reserved addresses" and the issue has been 100% resolved. Glad i found this, it's been driving me nuts.
