This sounds like a local problem. The default rules set them up as
root:fuse 666:
/lib/udev/rules.d/45-fuse.rules:KERNEL=="fuse", GROUP="fuse"
/lib/udev/rules.d/50-udev-default.rules:KERNEL=="fuse",
MODE="0666", OPTIONS+="static_node=fuse" \
Please give the output of
sudo udevadm test /devices/virtual/misc/fuse
