Can you elaborate on the steps you took to produce this issue?

There are now two partitioning screens.  The first screen lets you
choose between resizing, using the entire disk, or manual partitioning.
If you choose resizing, you're brought to a screen that lets you resize
the disk, or press either the "use entire disk" or "use entire
partition" buttons to mark the respective data for formatting.  However,
it will not format the device until you click on the install button from
that screen.  Equally, if you select "use entire disk" from the main
partitioning screen, you're brought to a screen that shows you that the
entire disk will be used, and it's not until you click on the install
button from that screen that any formatting is done.

So, did you go from the main partitioning page to the resizing option,
click on the format button, and then click on install?  Or did you go
from the main partitioning page to the format option, click on next, and
then click on install?
