As of 2010/09/06 apt-cacher (default install) is still unwilling to allow a proper upgrade to Ubuntu 10.10 Beta using "update-manager -d".
Regexps suggested above put into apt-cacher config file don't help (further investigations tend to show this is because of a "?lang=fr" in the requested URL for "meta-release-development"). Anyway this bug report is more 1 year and a half old, the bug still there and it sucks.
