I have the same issue. But after some testing I found out that plymouth
would respect my video parameter if I use a text theme such as plymouth-
theme-text or plymouth-theme-ubuntu-text.

On a somewhat related issue: X also does not use the video parameter. I
think it would be better if it would make use of it if no section in
xorg.conf overrides it.
