There is a typo in the /etc/init.d/unattended-upgrade script. Easy to
fix.
It does not mean unattended-upgrades do not run -- they run from
/etc/cron.daily/apt
via the /etc/apt/apt.conf.d/50unattended-upgrade variables.
The purpose of this /etc/init.d/unattended-upgrade script is to wait if
an unattended upgrade is in progress during a shutdown, to let it finish
gracefully.
The init.d script has the default runlevels wrong and so the error shows
up.
