In fact, after upgrading to Ubuntu 10.04 LTS (vlc version 1.1.0-1~ppa1, not the stock one) the problem with long delays when tuning DVB-T channels is gone. I'm sorry for not remembering to keep the launchpad bug up to date with the new findings, but hope this information (although late) can be of any help.
