Public bug reported:

Binary package hint: gnome-themes

Description: Ubuntu 10.10
Release: 10.10

Found 2 programs by now that starts without their menu panel, it is
missing and the window is a bit shorter. Happens with phatch and
guayadeque for now. To correct this you only have to enter the desktop
settings and switch the theme once. On all affected applications the
windows are redrawn and the menu panel appears.

This did not happen with 10.04 and only some applications are affected.
