Please make sure that the network is not in the Connection Editor under
the wireless tab, nor in a file under /etc/NetworkManager/system-
connections/.
As a side-effect, you may notice roaming from your own AP to the one of
your neighbor if they have the same name. To fix this, you can enter the
BSSID of your access point in the Edit dialog for your connection (as
mentioned on the forum post).
There's unfortunately not enough information to be able to offer help
past this point. If you notice the connection for your neighbor's AP is
not in the Editor, nor in /etc/NetworkManager/system-connections (or
maybe in another users' connection list on your system?), then please
attach the contents of the /var/log/syslog file so we can get more
details about how and why NM roams to that AP.
