I also have this problem. I can "safely remove" external drives (usb
sticks, usb drives, encrypted or not) as often as I want, they keep
reappearing. I have this problem on three completely different hardware
platforms, so I don't think this is hardware related.

As dmesg shows, as soon as the device is disconnected by the kernel, it
is detected as a new device.
