Let's separate this into two pieces: 1) The website directs you to lucid wubi.exe, saying that that's the most recent version of Ubuntu. 2) The lucid wubi.exe is from 10.04.1 and therefore now broken.
The second of those is bug 722955, and should be handled there (I will do so).
