Public bug reported:

I used the netboot.tar.gz to install Ubuntu natty via PXE. 
The netboot method uses the debian style installer which allows the user to 
detect the Keyboard by pressing some keys. It successfully detected my 
de:nodeadkeys layout.

I then installed "Ubuntu desktop" from tasksel.

After the installation finished, logging in with the user which was
created during setup showed that the user has a US keyboard configured
while the system keyboard is properly configured as German: The password
of the user contains a "z" which would be swapped with "y" on the German
keyboard, log-in still works if I don't manually type an "y".... So the
log-in manager uses the German layout while the actual user as default
US layout.
