I have run into the same thing. Apparently, you cannot edit a DHCP configuration. However, you can delete it and create a new one. First you have to click Stop Network (for me, a red circle with an X inside), then Delete Network (a red crossed circle), then the green plus sign to add a network. The wizard steps you through creating a new DHCP setup, and this new network's default settings are more sensible, with the dynamic range from 128-254.
