David Kaplan, this is unreproducible in LibreOffice Draw via the
Terminal:
cd ~/Desktop && wget
https://bugs.launchpad.net/ubuntu/+source/openoffice.org/+bug/252139/+attachment/321189/+files/rotated_eps.odg
&& unoconv --listener && unoconv -f pdf rotated_eps.odg && acroread
rotated_eps.pdf
notice the file preserves the rotation and the image size. Does this
work for you?
