Public bug reported: Debian Python policy says that python bytecode must be available for the version of python available on the system. Due to installing everything in /usr/share/openstack-dashboard/ rather than somewhere pythonic, this doesn't happen.
Further more, this causes Apache to not be able to find the code, because it's not in Python's usual search path.
