Seems that this behavior relates to the amount of ram used.
When more than 50% of the available ram is being used, system comes up 
displaying locked screen instead of hibernating and shut down. This is 
consistently reproducible...

Attached relevant logs /var/log/pm-suspend.log, /var/log/syslog and
/var/log/kern.log
