Public bug reported:

In addition to bug 890225 it doesn't accept to add a new time zone.
The usual behaviour is to offer a dropdown list to select the time zone, 
instead it displays a fault symbol. (video)
Beside after entering the place, the [Enter] key does nothing, one has to click 
outside the line in order to accept the entry line.
