  The dialog window entitled 'Summary' of the Synaptic Package Manager has
  a checkbox labeled "Download package files only" and it is a little
  unclear. The label should be "Don't install package files, only download
  them".

- The second bug is that when removing a package/packages, the previously
- mentioned checkbox is present in the dialog window. It should be removed
- in the case when removing package files, since the process is removing a
- package, not installing it.
