The system menu queries org.freedesktop.UPower to see if suspend and/or
hibernate are allowed, and displays the corresponding menu items for the
allowable actions. So what's new is not the menu code, but underlying
policies about disabling hibernation by default.

Closing as a duplicate of bug #812394, which has some very productive
discussion of why hibernation was disabled by default.
