/usr/share is a read-only, as specified in Linux Filesystem Hierarchy Standard[1] ... you should never chown/chmod any file in that directory tree (well, except /usr/local).
Your wiki configuration is incorrect. See the README.Debian file on how the wiki should be configured. (basically, your wiki instance should be in /var/lib/mywiki ; then modify files in /etc/moin accordingly ; You migth need to modify your webserver configuration too).
