Can confirm these very frequent (~10 seconds) spinups as well. Setting "apm_battery = 128" in /etc/hdparm.conf as a workaround works very fine.
This is a Samsung 300E laptop with a SAMSUNG HM641JI harddisk. Attaching the output of hdparm -I /dev/sda (with apm_battery=128 set) if that helps.
